Primary Authorities (PAPS)

What are PAPs

Primary Authority is a statutory scheme that offers businesses operating across council boundaries the opportunity to receive advice from one local authority (their primary authority). Qualifying businesses can enter into a legally recognised partnership with Trading Standards to receive an agreed package of advice and support.

Under the Primary Authority Partnership scheme, West Sussex Trading Standards can give advice on a range of subjects including (but not restricted to) food safety, fair trading, product safety and metrology (weights and measures).

Other local authorities must then consult with the primary authority if any problems arise when the business trades outside of the primary authority area.

A copy of the Primary Authority handbook can be viewed on the GOV.UK website.

Benefits of PAPs

  • Assured advice – advice given by your primary authority is nationally binding and other local authorities are required to take this into account when carrying out inspections or dealing with non-compliance.
  • Reduced costs - PAPs can reduce costs by providing certainty to your business.
  • Simplified regulatory process – allows you to work with a single local authority.
  • Reduced risk of non-compliance
